The MPEG-2 Systems Patent Portfolio License provides access to essential patent rights for the MPEG-2 Systems coding standard used in products, such as set-top boxes, cameras and mobile television and audio receivers, without licensed MPEG-2 video encoders or decoders. The MPEG-2 Systems Standard defines how to format the various components of multiplexer programs and combine them into a single program or transport stream.

Under a collaboration with MPEG LA, LLC, ULDAGE Inc. offers MPEG LA’s MPEG-2 Systems Patent Portfolio License to companies based in Japan that sell mobile TV handsets for Japan’s One-Seg mobile terrestrial broadcasting service. One-Seg mobile TV handsets use both the MPEG-2 Systems Standard covered by the MPEG-2 Systems License and the ARIB One-Seg digital broadcast standard covered by ULDAGE’s ARIB License. Therefore, One-Seg handset manufacturers need coverage under patents essential to both standards and benefit from both licenses.

The MPEG-2 Systems Patent Portfolio License provides coverage for One-Seg mobile TV handsets and other MPEG-2 Systems Devices (as defined in Section 1.9 of the MPEG-2 Systems Patent Portfolio License) such as set-top boxes, cameras and mobile television and audio receivers without licensed MPEG-2 Video decoders or encoders.
If Company A sells a product that is capable of receiving “One-Seg” broadcasting and has been already licensed the ARIB Essential Patent License, is it further required to obtain the MPEG-2 Systems Patent Portfolio License?
Yes. Company A would benefit from a license under the MPEG-2 Systems Patent Portfolio License because One-Seg mobile TV handsets use the MPEG-2 Systems Standard covered by the MPEG-2 Systems License, but the ARIB Essential Patent License alone does not provide such coverage.
